Kids movie with a little girl or boy dancing to "puttin on the ritz" cant remember the name of it!?

ok i see the movie scene in my head its a 90's movie (maybe) its a little kid dancing to that song. they r wearing a trench coat top hat and have a cigar. i think he/she stole it from their dad or somthing WHATS THIS MOVIE!!! its driving me crzy! thanks
