Were Columbine and Paducha Bill Clinton's fault?

Noone is blaming Bush, geez. Maybe some trolls on here are. I have heard it mentioned that Bush allowed a gun law expire which had to do with banning ault weapons, which was similiar to the ones used yesterday...which led to such high casualties. That is the only correlation I can draw, but that is in no way "blame"...simply a correlation.
