How to get to battle Blaine and Brock in Pokemon Soul Sliver?

To battle Brock, you have to get to Pewter City, which is reached by Diglett's Cave in Vermillion City. As for Blaine, you have to surf to the Seafoam Islands. :3 Hope this helped.
