Is India considered a poor country? can they afford the commonwealth games?

im writing a report on india holding the commonwealth games, and i was wondering, can they even afford the 3-10billion it will cost them for the games, with ticket sales low? is there a list of richest to poorest countries, and wheres india at? 10 points easy.
