Fraud...question is long enough?

So here is a situation...say a man born in a commonwealth country leaves the to go to a neighbouring country, also commonwealth and there he decides to obtain a birth certificate, National registration card and pport as if he were born there. He later uses those doents to travel to the UK and gets a good job and in the long run obtains a British Pport...how would you cl this case?
